Democrats need to remember that Florida's former Governor Chiles sued the feds for reimbursement for all the costs generated by illegals. He lost, but this issue has to be included in a 'fair and balanced' approach. The policy should be: don't fine businesses that hire illegals; assess them 'impact fees' (we require developers in Florida to pay their share of road improvements, sewer lines, etc, required by their developments -- employers who hire illegals, underpay them and provide no insurance should pay fees to be used toward their medical care, education of children, etc.) Right now, Florida pays $165 miilion annually toward the cost of illegals medical carfe and $1.5 billion toward education for kindergarten through 12th grade for illegal children and their US born siblings. In addition to assessing employers, if there is a guest worker program, it must be accompanied by another State Legalization Impact Assistance program (President Reagan did this when he won an amnesty for illegals in 1986, but the program ended in 1994. This one should last at least as long as our soldiers are in Iraq.) 1  out of 1 found this valuable. Do you?

The crippling issue is two-fold, not just to establish (or you're right, re-establish) a guest worker program, but just as prominently whether to criminalize illegal entry. If you don't like paying for emergency medical care for a few illegals, how are you going to like paying full room and board for tens of thousands in federal prisons? Do you find this valuable?
